CAPTS is a criterion-referenced assessment designed using 48 discrete tasks organized under five hierarchical units. The CAPTS measures all the skills needed to use transit services ranging from a hand-to-hand paratransit service to a complex fixed-route transit trip that includes a vehicle transfer.
