Russia has, however, as I have had occasion to point out ere this in these columns, a far more potent agency at its command than its secret police. Namely, the Orthodox Russian Church, whose official and officially declared mission it is to convert all Slavs to its faith, as an approach to their ultimate political union under one head, that of the Czar of all the Russias.
