Section 1 The commissioner of the division of health is, and any officer or employe of the division of health designated for that purpose by such com missioner is, hereby charged with the enforcement of the provisions of this ordinance.

Nothing herein contained shall be construed to ex empt any other officer or person from the obligation of enforcing all existing laws and ordinances.
