It will be Observed that the Census of England and Wales only is the subject Of investigation. That of Scotland was found to present so many distinctive features as to require separate treatment; while that Of Ireland has not yet been made public. In both those countries the preponderance is unquestionably in favour Of Voluntaryism - a preponderance the more significant because of the comparative scantiness and poverty of the population. Astonishing, therefore, as are the statistics now placed at the disposal of Voluntaries, they represent only a portion Of a case, the strength Of which, as a whole, it is conceived is absolutely irresistible.
