HE favourable reception which a pama phlet under the title of The State of Franc z'n the month Of May, 1794 has met with from the public, the numerous disputes to which it has given birth, and the various questions which have been asked me in consequence of it, have made me sensible of the necessity of adding some farther details to those I have already published, and I consider it as a duty in cumbent on me to do so.
